I do agree with you that ordinarily, Mccain passing this to the FBI would be expected, and raise no eyebrow. But in this case, McCain is cooperating with and probably aware he was perpetrating a fraud. His role was to "launder" and "add importance" -- to turn a fairy-tale rumor into serious intelligence reality.
