Huber is the SC - operating within D-J. Sessions has been clear that the concept of SC is flawed because the D-J can & should be free from corruption and able to clean their own house.
The Special Counsel shall be selected from outside the United States Government.
Plus, read Sessions letter to Congress when he made the formal announcement of Huber, and said he (Sessions) wasn't ruling out SC, but was inclined to NOT appoint one.
Huber might be acting like an SC, by being given an extraordinary special assignment. But "Huber is the SC" is technically incorrect.
