A Chinese wall is absolutely appropriate to enforce recusal. Courts do this when a judge recuses, and the DOJ and FBI do this when an employee recuses.
By "sandbagging," rather than follow a dictionary definition, what I mean is that the keepers of the DOJ Chinese wall are sequestering Sessions more broadly than his recusal demands. They are hiding information from him, that he is entitled to have. For example, if the issue is malfeasance of the FBI in investigating Hillary, the Chinese wall is deployed to hide the FBI/DOJ malfeasance from Sessions. The rationale is that if the FBI misconduct benefited Hillary, and Sessions is recused from prosecuting Hillary, he is also recused from investigating the FBI in Hillary-related matters.
Similar "sandbagging" (hiding information in this case) occurs in relation to the Trump campaign, and any malfeasance by the FBI/DOJ in falsely framing Trump.
Thank you - I should have looked up Chinese wall, too. Well, I hope your assessment is not correct because it sounds horrible. It would mean there is no one or hardly anyone trustworthy in the DOJ.

I assume you are surmising the Chinese wall and sandbagging and don’t have concreted evidence?
Q says to trust Wray and Sessions. Sessions several times. I assume that Q isn’t just saying that Sessions is well meaning but foiled and hamstrung by bad guys he can do nothing about. I would assume it also means he (and Wray)is on the job and will take the right actions based on the right info. So if that is true, then Sessions could not be crippled and blinded by a raft of black hat underlings that he is somehow helpless to do anything about.
