I really doubt the conclusion here is supported by skin effect as presented. While it is true that higher frequency currents travel on the outer surface of the conductor, the reason why they do so is because the B field density (magnetic field) is greater inside the conductor. The high frequency B field would still be present in the brain with the resulting eddy currents.

In the discussion of 5G, you also need to consider that:

1) they will be using millimeter wave (mmW) technology (think airport scanners that see through your clothes) and

2) while there are currently something like 200K cell towers in the US, there will need to be many times more than that to cover for the reduced power and short wavelengths of 5G (about 1 km line of sight LoS). Towers will be everywhere.

Just getting into research on 5G. Don’t have all (any) of the answers, yet.
