They set out to mostly decriminalize use--and to implement programs that taught people how to make CONNECTION.
Search Brene Brown's youtubes on CONNECTION etc. That's the theme. It has worked wonders. Very worthwhile and a lot less money on useless drug war stuff that simply did not work.
