I don't know that those are mutually exclusive. If they are, all the stories I've read include parole, she was flagged as not welcome and that had to be over-ridden to allow her to get through immigration at the airport.
I assume she is in on a visitor visa ... meaning "parole alone" doesn't get the job done.
That can be both. Request or justification from DOJ (she had a role in a lawsuit), State Department is in control of issuing the paperwork. So same here, "both." DOJ and State Department.
