I doubt that will be the case. Mueller was a distraction and a place for some of the cabal to "get to work on finishing what they started." In the process, they create even more evidence against themselves, but also and importantly, don;t tip off the bigger fish (Clapper, Comey, Brennan, Lynch, Clinton) that the law is moving in on them.
A separate team, Horowitz, Huber, etc. are working against the DNC/HRC and related crimes.
Still, Mueller keeping the likes of Strzok, Page, even Comey, McCabe, Baker, Rybicki, etc. "comfortable" their peeps are still in control has lots of value. Sequester them in their own space, with Mueller and dirty worm Weissmann.

Could go either way. Obviously he was in on naming Mueller (and I think Trump and Sessions were in on that too), but whether he is a target or not ... I dunno. At first I thought White hat, but as Mueller's scope expanded I flipped the other way.
Maybe it was totally intentional to have Mueller's camp run as though it was totally out of control - for various reasons, not the least of which is to develop justification and public acceptance to shut it down.
At this point, there are so many different directions the story can end, I've about given up trying to figure it out ;-)
Well if this (or some version of it) is true, I hope they have one hell of a team putting together a plan for messaging it to the public.

I feel strongly that Rosenstein is a white hat.
If he is NOT, then the rest of the theory (that Trump/Sessions/Q are in control) does not hang together.
Also, I watched the entirety of RR’s testimony before Congress, and came away convinced he is playing the deep game described by Q and others (i.e., he is a white hat).
And btw, Wray is a white hat too.
