Or the clowns may have made promises regarding the shia vs sunni (think Saudi Arabia) hostilities. But that wouldn’t give them ‘control.’

I look at it as two-way tentacles. Just like Saudi has "control" of England via money, oil, and migration. Or used to, anyway. They also had "control" over many American politicians and institutions (McCain, etc.)

Iran had it's hand up Obama's and his people's butts like Winchell Mahoney and Knucklehead Smith.

Control works both ways. Rather call it an "attachment?"

Yes, in this case ‘tentacles’ and and ‘attachments” are interchangeable. I can also perceive of their being pressure applied to the choices Iran has to make. But, to use a quote of big al gore the clowns have “no controlling legal authority” over Iran that I can see.
