True... but more to the point, separation of powers; I do not think the Congress, or the courts have the power to tell the President that he cannot exercise his Constitutional powers.
Of course the separation of powers principle is being crushed lately. I have written Trump a few times to urge him tpo stop letting the courts usurp presidential powers. Presently the fed court is telling Prez Trump that he must continue to enforce DACA even though it is the result of an executive order - unconstitutional legislation; Prez 0bama can legislate but Prez Trump has no power to act in similar fashion.
