believe the reason for the investigation is that he DIDN'T receive PROPER CARE and ATTENTION after the fall. Most of the nursing home employee's are doing God's work but there can always be a bad apple in the bunch.

That is true—many of the people I met when my mom was ill had big hearts. But they were understaffed and paid next to nothing for what they had to do.
