1. Atny's could NOT run for office--of any kind--when their representation in any legislative body exceeded their percentage of the population by more than 0.001% of that. i.e. {math poor here} if their percent of the population were 100%, they could only have 1% of the legislators be atnys.
2. Local temporary (i.e. changing members in and out every 2-4 years ... CITIZENS PANELS made up of those voted to be "the wisest and most humble" members of the community would review all the atnys in the area on an on-going basis. Those found to engage in mostly absurd, counter productive, destructive-for-no-good-purpose suits--would lose their law licenses for at least 25 years.
