Not really. The Spanish Blue Division fought for Hitler on the Russian front. Spanish volunteers fought with German units. Spain was a cover supporter, but still a supporter, of Hitler throughout the war.

Yes really. One division of volunteers is hardly the same as committing the entire country and all its resources to the Axis cause. But you knew that already.
