Not really. The Spanish Blue Division fought for Hitler on the Russian front. Spanish volunteers fought with German units. Spain was a cover supporter, but still a supporter, of Hitler throughout the war.

Lots of French and Dutch volunteers also fought in Russia. In fact, Holland had the highest percentage of volunteers for the SS of any occupied country.

Spain was also safe-haven for Jews fleeing from occupied Europe. Again occasionally Franco would say some things that could have been construed as anti-semitic, but that was done with the intention of keeping the Nazis at bay.

Yes really. One division of volunteers is hardly the same as committing the entire country and all its resources to the Axis cause. But you knew that already.
