Lots of French and Dutch volunteers also fought in Russia. In fact, Holland had the highest percentage of volunteers for the SS of any occupied country. We're talking about Spain and the claim that Franco kept them out of World War II. Officially Spain was neutral. In reality they supported Germany with troops, information, seaports, and in other areas.

Hitler wanted Franco to take Gibraltar, but Franco refused.
Franco knew he had to do some things to keep Hitler from turning on him, in the end, the alternative would have been full-blown Nazi occupation.

Well, considering that the RAF and the 8th Air Force didn't run any bombing missions against them, their cities weren't reduced to rubble, and all of the invasions of the European continent went on both sides of Spain, I would sort of come down on the side that they kept out of WWII.
