Is this something the Senatevermin can do all by their lonesome, or is it a bill that Congress has to also vote on and POTUS has to sign? As soon as I saw mention of this it made me sick to my stomach. I don’t know much, but I knew it had to be bad.

War Powers Act is statutory law, so if it is to "pass," it needs to get through the process. Similar acts have been tested up to SCOTUS, and it is questionable if even the current law is constitutional.

The legal pivot point is rhetoric around "protect and defend" (President duty) and "declare war" (Congressional power).

It was posted in breaking news with a misleading headline that suggested that this was a real thing that was going to be happening instead of a typical grandstanding pol hack. It had me a little queasy for a minute as well.
