What do you suppose he meant by that, with “smart” in quotation marks?

Just putting this out there:
Feint by POTUS, SYRIA and allies withdraw forces from the border with Lebanon and therefore cannot support Iran (hezbollah) in the Golan
IDF strike across the border and remove the Golan - Lebanon threat 24-48 hr action. No one can step in to support without being the aggressor.....

I do not think that was a threat to Putin/Russia at all. I think he was telling Glad that he, Putin, was making a good/smart move.
