I found the EYE that Q is referencing. It is in Chongqing, China. You can see it in the river that runs thru the city. Eye shaped island that has an airport but has no bridges. There is another smaller EYE within this EYE of an island. The EYE has a pupil and in one corner is a flying OWL shaped building.
