How would the oxygen get there?
The same way it got here.
Without oxygen or ozone, the flare UV rays would gradually photolyze an unprotected steam atmosphere, ocean water, ice, or water vapor into H2 and O2. The H2 will eventually escape into space, thus gradually enriching the atmosphere with oxygen.
