I don't think it was deliberately set. I'm thinking it was just an opportunity. Someone already working in the building for some time..(Black Hat) and he found the right time to plant.
Think back at the rallies...didn't Trump say that he met Paul Manafort because he lived or had an office in the Tower? ..could this be related someway? Does Paul still have his office there? And if so..have they planted something relating to Paul earlier? ...thinking out loud.
