Mueller turned over evidence state crime, consisting of NY state taxi medallion violations, thus, it was kicked into NY state attorney(s), who followed up with a raid against Cohen.
Discovery may have occurred certainly at the Federal level, but the crime or violation seems to be at the level of the state of NY. Just reading, here. I have no clue wth is going on.

I don't know what sort of state/city laws regulate ownership of medallions. As far as I know they trade openly at market price.
I find no public information that NY State was involved, although it’s a good guess that they will be.
