Roughly yes, in New York state. NY Penal Code 125.27. The arson has to be first of second degree, see NY Penal Code 150, for that one - requires knowing another person is in the building.
One would think that it would be implicitly obvious, that someone was in Trump Tower at the time... assuming, of course, that it was an act of arson, as some are inclined to believe.
