Yet our awareness of such a ‘chip’ would mean also that military intel would know. Further that the use of such a chip would mean an assessed ‘capability’ of the enemy. This is very important. Once some enemy offensive activity is assessed as a capability, it needs to be addressed in offensive planning by the good guys. Consider also that such ‘capability’ owned by the DS is also owned by the good guys. Allowing no countermeasures or suppression against that capability is negligence. Offensive actions are the purview of the Operational element (3 shop), not the (2 shop) intel.
