Although you did not ask me, I think it could be because, absent the Internet, the good guys have VERY secure comms (and comm monitoring - the best in the world in fact), but the bad guys still rely upon email, the web, cell phones, burner phones.

That could be shut down while offensive ops are underway (likely localized) for two reasons: maximize surprise, and also for force protection. That's my guess.

While it would annoy/inconvenience, and frighten us, it would help us win more quickly & decisively.

As Q says repeatedly..."plan"...

The net itself is just hardware similar to phone lines. That will stay up. Websites might selectively "have trouble" or attempt to block certain content, same as now.

A literal simultaneous pause of all services would be alarming as all getout. People would notice that.

I don't know what to make of "net will be paused," other than a possibility of a national emergency sort of network shutdown. That would not be triggered on account of a photo, would have to be based on some other concern, and at this point, I see the possibility as far-fetched.
