That would be true under his "normal" assignment. What Sessions described in his letter to Goodlatte and compamy was a special assignment to Huber, on ethat is not constrainde in the same way Huber's normal work/territory is. Huber looks like a SC, except he comes from within DOJ, not from outside the government.

Would love to see what US Statute creates a special “assignment”, as opposed to appointing a Special Counsel.
Can’t quite commit to all the un-challenged declarations blowing around in DC, nor the *numerous* arguments *for and *against Sessions, and also the Huber appointment.
So much direction and mis-direction, but no legal consensus in sight. I do get that this is on purpose..
