Courts have the last word, defendants generally have more say so than plaintiff or prosecutor. Manafort is arguing venue, for example, because Mueller has charged him in two different venues.

It's been my amateur observation that the opposite is true and that the state usually prevails in matters of venue change.

Maybe at least 188% if the time.
