I do believe you are right, TXnMA. Hoosiermama does seem to have identified why Huber was selected to lead the investigation. If all the surveillances can be traced to this place, it makes sense.
This answers a lot of questions in my mind.

The site of data storage/repository is unlikely the site of the crime from a legal standpoint. Illegal surveillance of Trump Tower, for example, happened wither in NYC, or where the snooper was, Washington, DC.
I think the conjunction of Huber and Utah is more happenstance than anything. He's trusted, likely for complex reasons, and he happens to be situated in Utah.
