EMP is well known and has been for a long time. Critical defense infrastructure and communications are protected. Softer targets are mostly not. That includes most of the Internet, most; but not all of the power grid, and almost all regular broadcast communication.
The Emergency Broadcast System would be functional to those who have battery powered radios.
So the White Hats would be massively disadvantagedby a huge amount of civil unrest and the concurrent drain on resources to control it, but massively advantaged in that for the first time in 50 years, the masses would hear the truth, via the EBS. The second massive advantage is that an EMP event is an existential act of war, allowing us to retaliate in kind.
Bottom line: while an EMP event would hurt/kill many, we would make sure it's the complete end of the bad guys...total war.
I only brought it up because the post said about the Congress being helicoptered to their bunker on 9/11. I pictured the whole motley crew hoofing it there instead. It just might be worth it to see. Of course we would never get to see it.
