Huber had been in that office since 2002, as prosecutor, just not "top dog, US Attorney appointed by president." Likely his appointment by Obama was perfunctory, maybe a sop to Utah senators. No risk ot Obama, nothing going on in Utah, middle of flyover country, etc.
I doubt Trump dug him up - he has his hands full with other matters. It is interesting to study the feedback loops used to float candidates. Names you have never heard of are the hiring committee.
