Based on your post, I went looking for an hour or so this morning, on the general internet, for articles on the Skripal affair. There is much skepticism out there. UK seems to have pulled a "Russian collusion" trick, where the burden is on Russia to prove it did not. Hard evidence is equivocal at best, and maybe not existent.

I'd like to read the article that talks of Huntsman being cut-out of the loop.
Meanwhile, false flag makes more sense than Russian actor, to me, based primarily on motive considerations, and slightly on logistics/capability.
