It's only a review. The Sessions/Boyd letter says that Huber and his team have been assigned to review and make recommendations.

They have been assigned to make the following possible recommendations:

1.) Open new investigations

2.) Add resources to current investigations

3.) Refer any matters to a Special Counsel.

Add to that, Huber answers to the AG, and his boss DAG Rosenstein, who is one of the people who will be the subject of the investigation.

Those are the facts.

We will have the best chance for success if we keep it real, and not fantasize.
