Of course Obama is one of several representatives of the "cabal" new world order folks which consist of x families. Another discussion. The plan was to start WWIII under HRC's term. The Roths learned in Napolean's war, they can make lots of money lending money to both sides and their ultimate goal of a one world government with less population.
Apparently during HRC runup to become President, Heads of states (puppets of the cabal) were pouring money into the foundation for assorted reasons. Finace campaign more to goods to be delivered (technology, arms etc) when she became president.
The 1.3 billion dollars to Iran, was a cover for much of that money to be paid back to those who contributed.
So Obama is doing two things: 1. paying back debts that was owed. Yes Japan is a bad actor in this show. Japan needs a war to for various resaons for its economy and technology and promises after the war.

2. He is there because the plan was in place to start WWIII. The original plan how to start not so sure. Thinking it was accelerate issues with Russia and push Putin into a war. After Trump became President, it was decided that North Korea would be the trigger. So, Obama is paying back debt and having F2F explaining whatever scheme they need to undermine POTUS,
Wild heh? Folks thats not even 1/3 of the story being whispered. Even I, a person who was raised on the idea that it was the CIA mastermind of the assissination of JFK can not accept believe what I am hearing. It goes against everything I understood before.
But having time to digest . . . AND spending hours hours reading watching and listening, am going holy crap . . . there is a "logic" to it.
Do i believe it yet, Not there but am ready to understand when and if the facts start coming out.
