Other theories include that the the Army Corp was in the red before the omnibus bill but now they're in the green and perhaps this means Trump will be using them to build the wall and we have "All the money to build it" now since its being claimed that there's a difference between an omnibus bill and a budget bill.

The omnibus bill is the budget until the end of FY18 (Sep 30th). There are not two bills. I don't know where people are getting these ideas.

Omnibus bills are routine, and used to package together the budgets of all Federal departments and agencies into an omnibus spending bill.

Moreover, the omnibus bill specifically prohibits construction of the wall, and it doesn't matter if it was the Army Corps of Engineers, DHS, or any other agency or department that tried to do so. It is illegal under the law the President just signed (and yes, the omnibus is now law).
