Hello fellow "Q" aficionados! Posters here are correct - people in the outer Free Republic are missing
soooooooooo much. One article I read at lunch was about how there are a couple extra spy satellites in the omnibus that weren't requested by the air force. Nobody thinks to consider the broader picture here, that when you have a compromised communications network and have to setup a separate communications network that is not embedded with or accessible to the deep state ... well that article made perfect sense. but no lol ;(
The key is that this spending bill was an OMNIBUS. It was not a BUDGET. The Senate says they're not going to do a budget, fine, they're not supposed to - the bill(s) shall originate in the house. But why does everybody forget the years of experience with Obama and the OMNIBUS resolutions during that era? You know, when Obama did whatever he wanted ... and then some, because, of course, an OMNIBUS is not a BUDGET - and is outside the constitutional provisions and obligations for such. Trump can direct the money be spent or
not spent. In any event, the key goal here was to fund the military so the STORM may proceed. People outside these threads have such incredibly short memories and little patience.
As for the new post #963 ...

Fears grow that Trump could ignore Congress on spending -
"Lawmakers and activists see warning signs that Trump officials could cut budgets by leaving federal money unspent."
Trump:
"As a matter of National Security I've signed the Omnibus Spending Bill. I say to Congress: I will NEVER sign another bill like this again. To prevent this omnibus situation from ever happening again, I'm calling on Congress to give me a line-item veto for all govt spending bills!"
Trump: Border wall construction will start on Monday -
"President Trump said Friday that construction of his promised border wall would start "immediately" after signing the omnibus spending bill, which included $1.6 billion in funding for the wall. "We're going to be starting work literally on Monday," Trump said during an event Friday at the White House. "We have a lot of money coming to the border.""

I talked to someone about those unrequested funds for the DoD and the were baffled by the whole thing. The person is in a position to know what comms satellites are in the dev stage.

Omnibus spending bill Trump can direct the money be spent or not spent.
Yes, generally that is how it works. The appropriations goes to committees to decide what they will actually buy from that now called Consolidated Appropriations Act, 2018.
The committees is the key. Make or brake us all depends on a select few people running those committees.
These types of bills also gives large slush funds for the president which will also be decided by the committees.
At first I was upset I kept hearing it was a budget when it's not. It's interesting strategy.
