When you double the population of a city, the amenities go up by a factor of 1.4 - whether schools, gas stations, hospitals. We become more efficient in resource management.
The same thing is seen with resource use. An apartment building uses less power per person for HVAC than suburbia.

If you make the building big enough it needs no heating system but you will need a cooling system year round. Personally I don’t want to live in a giant beehive.
