As far as I can tell, this poster has not been able or willing to offer a evidence or logic re: confirmation for that photo.
It does appear to be Tillerson and Mattis at a restaurant (notice the open bottle of wine in the foreground).
I think this was just an image copied from Twitter and has no relevance to anything.

Tillerson was slated to meet Pompeo for two hours to hand off the State Department. Could be that this is that meeting and has no relation to Q’s post.
