Upon first, second and third review, it appears that way . . . but, Q has also been very clear about Wray, Sessions. Q was quiet on Tillerson. Sooo I am going to suggest "maybe" Tillerson, but then he is no longer present.

But how do you read it any other way, Q post has #1 twice for each department.

pretty sure +29, +18, +41 is the number of personnel identified in each department. Similar to the [19] last post. Actually I just jumped in and was too lazy to dig deep and research. Hoping someone made sense of it so I can rest the only two cells remaining in my brain.

The only way I can understand it is the past and present do not refer to the current heads of DOJ, FBI or State. The past does. And present refers to black hats still in those agencies. Since Q has said specifically to trust Wray and Sessions, and I do anyway by my own readings, and Pompeo also seems like a good many for State.
