As for the CIA in the patent office, well, I know a bit about patent law, and the whole world sees MOST (but not all) of the action there. There is such a thing as National security classified patent activity, and leaks of that to foreign powers is certainly possible, and I'd say inevitable. The really good stuff should never be submitted for a patent.
