That’s HAARP. In the past I’ve seen shots of circular areas. Maybe focus is better. My theory is that RF is utilized to change the density and RF characteristics of a layer of the atmosphere to the extent that it will destroy or disable an incoming warhead. When the targeted area is “released” by turning it off the areas air mass expands and cools producing condensation which forms clouds.
