What if he was an imposter black hat with a picture of OUR GUYS/TAIL in THEIR CAR in Hong Kong while they were watching Snowden?

I guess anything's possible. It's even possible that the dude was trying to sell his van. The dude even had the Snowden glasses going on. I like my theory better.

What would be accomplished by showing pics of the surveillance? Q must know the watchers are being watched by now. Also, I think if the blackhats could, they would whack Snowden out.
