Similar to the US being made up of nation states. The issue is that the power (not the geographic boundaries that facilitate tribal associations) tends to gravitate to the central authorities.
You can keep your country. We just make the laws and regulate your affairs. Open borders is part of that. Freedom for all, other lofty platitudes, and so on.
