The past decade is from 2008 - 2018...... the author’s choice of verbiage and sentence construction failed

Nope. 2000 to 2010 was the last decade. It’s not a rolling thing. That would be ‘the last ten years.’

“The past decade-plus was back in 2005” is the giveaway.
Decade-plus would mean reaching back into the last century, which 2005 certainly does not. The writer bungled it.
