I saw that too. Police reported to CNN that the man shot his phone first. Lends a lot of credence to the use of cell phones as a means of controlling others. Maybe.

Many vlogs and discussions about what are known as ‘targeted individuals’ mention that cell phones can be the trigger for ‘hearing voices’. The affected person does not become stupid. They may figure out the phone is the source.
My maternal grandfather was a diagnosed paranoid schizophrenic. He would assert that Johnny Carson was talking directly to him when he watched that late night show. A sibling is diagnosed ‘bi-polar scizaffective’ which I think means the problems have schizophrenic attributes while not being full-blown schizophrenia. He hears voices telling him he’s worthless, ESAD, etc when he is off his meds.
There are reports of military tech that can directly beam audio at individuals. Might be easier to use a cell phone than rely on some directed beam weapon.
