Agreed. Neither statement explains why Kelly would have authority to shut down Q or pull his/their clearances. I believe they are equals &/or Kelly is a part of it, as is POTUS.
Only explanation I can think of for shutting Q down is the work is finished. Personally, I think nothing big will be instigated by our side (barring need to react to Cabal actions) before April. Work is not finished, obviously, but there are still unexplained loose ends. We await IG report and whatever Sessions is up to. Congress is going off on a gun tear. POTUS will be campaigning next 8 months.
So far, Q is tightly orchestrated. They will do what is needed, IMO, on their own timetable.
Point being, I don’t think Kelly is Q’s boss of all bosses.
