I think that one is the person with authority to post as Q (see anon ID 3f8788) reporting some details to the people who are managing his ability to communicate anonymously. No message to the public.

His "communication device" gives messages, and he is reporting those messages to the person who programmed his communications device. T2 is a layer of internet hardware (posts go through all the layers). Brute force is a bit vague, but can refer to means of getting underneath or around the issue. The issue in this case involves transmission of data.
