I believe the nuclear accident scale assumes the quantity of radioactive material for a nuclear power plant or some other industrial use which is many times greater than something located or moved toward downtown London. Fukushima/chernobyl are severe 7+ so this London thing wouldn’t be anywhere near that (hundreds of tons of nuke fuel in a power plant).
