I’m confused by the Greater Than sign. What does that mean between the agencies?

Taken literally it would mean Clowns [greater than, better than, superior to] "No Such Agency".

In context, though... I have no freaking idea. Possibly Clown people [targeting and/or attacking] "No Such Agency" but that would be just a wild-assed speculation on my part.
