That's what it appears - except multiply by some number to cover the scope of things. The Thailand op at Assumption College is said to be [2] of [44] - which BTW there is context in which [44] does point to Obama - I'd first read "2 out of 44" - but it could also have meant "2 of Obama's" (rogue company black ops) ... I'd seen some immediately associate 44 with Obama simply based on the # i.e. Obama = #44 POTUS - but I'd read, "2 out of 44" black-ops ... but it could be "2 of Obama's black ops"
