I’m thinking you’ve got some good points re: Snowden. And wasn’t it CIA that couldn’t manage to snag him as he escaped to Russia? If my memory is correct that would seem to argue he was a CIA asset.
Yes, He was detained in Hong Kong, then released to proceed to Russia after someone (JA) approved it. His passport was canceled after arriving in Moscow.
