The larger question is why there appears to be no outrage or sanctions of the DOJ/FBI for their subterfuge by the FISC. Every FISA requester should be hauled before the court and proceedings begin against them.
Office of the Inspector General is one of the parties (DOJ and DNI) charged with oversight. DOJ made a ruling under A. G. Holder which removed unfettered access of the IG to information needed to conduct investigations.
