One of the sci fi books I read pointed out that the first gummint to contact aliens and get access to their technology would enjoy an immediate advantage over every other nation. I cannot imagine that there are not at least two gummint agents in every gummint on earth assigned to just this mission. Sure, it is out there but can you afford to take the chance? Of course, these people would have to be very carefully selected, have the highest access to everything, and absolute, ironclad keep your mouth shut understanding of what they were doing. When considered rationally Men in Black becomes far less irrational.
