I noticed that line, thought he was referring to the VA, but he did say all cabinet secretaries.
This is something that has been needed for as long as I can remember. It (hopefully) doesn’t just refer to criminal or seditionist activity, but also extends to the vast number of nonproductive and/or incompetent federal workers who sleep at their desks or surf for porn on government computers, who screw up any work assignment they are given, and the equally useless managers who enable them.
